MADIUN (February 21, 2025)—The government has taken a major step in strengthening national data. On February 5, 2025, President of the Republic of Indonesia Prabowo Subianto officially signed Presidential Instruction Number 4 of 2025 on National Socioeconomic Single Data (DTSEN).
This decision is a new milestone in improving the population data system's accuracy and integration. In the future, the distribution of social assistance and community empowerment programs will refer to DTSEN.
This was conveyed directly by Minister of Social Affairs Saifullah Yusuf (Gus Ipul) in a dialogue with social pillars throughout the Madiun Residency at the Ronggo Djoemono Pendopo, Madiun Regency, East Java. A total of 457 social pillars from Madiun, Magetan, and Ngawi were present to listen to the direction. Also accompanying Vice Minister of Social Affairs Agus Jabo Priyono.
In his presentation, Minister Gus Ipul emphasized that with the signing of the Presidential Instruction, Social Welfare Integrated Data (DTKS) will no longer be used. DTSEN is present as a new master data that covers the entire population of Indonesia, from the lowest to the highest levels.
"This is the first time that Indonesia has had single national data that concerns the entire population. DTSEN will be the main reference for all socioeconomic programs in the future," explained Gus Ipul, Friday (02/21/2025).
Gus Ipul added that data changes such as additions, deletions, or corrections can be made through two channels, the formal channel from the regional government and the community participation channel.
"If social workers see data that is not inappropriate, they must immediately refute it. Data validity is the key to targeted policies," he added.
Statistics Indonesia (BPS) was appointed as the institution responsible for validating all of this data. President Prabowo Subianto himself emphasized the importance of data accuracy in every policy, considering that incorrect data can have a direct impact on beneficiaries.
In addition to data, Minister Gus Ipul also conveyed a paradigm shift in social policy. "So far, we have been giving full attention to social protection. The President wants there to be a balance with empowerment, so that people can move up a class," he said.
Similarly, Vice Minister Agus Jabo Priyono reinforced Gus Ipul's direction. He stated that the social pillars should not make aid recipients comfortable receiving assistance.
"PKH companions in particular must encourage each beneficiary to be empowered, and not take too long to receive social assistance," he said.
The Vice Minister of Social Affairs added that the task of the social pillars in the future is to encourage change and the way of thinking of beneficiaries to escape poverty.
The new approach through empowerment encourages not only protection for vulnerable groups, but also opens up opportunities for economic empowerment. This is in line with what was conveyed by Vice Regent of Madiun, Purnomo Hadi.
"Food assistance for the elderly and disabled, as well as entrepreneurship programs rolled out by the Ministry of Social Affairs have proven to reduce poverty rates in Madiun Regency. This is thanks to the hard work of the social pillars in the field," said Purnomo Hadi.
The signing of the DTSEN Presidential Instruction is expected to bring significant changes in national socioeconomic policies. With more valid data, assistance can be more targeted. Also, empowerment programs can target groups that really need it.
Ministry of Social Affairs invites the entire community to actively participate in the data updating process. Reporting data changes can be done through the local village/sub-district government or through the digital platform that has been provided.
